Andover Votes Yes on Multifamily Housing Districts

In a significant decision on Tuesday, April 30th, Andover residents voted in favor of establishing a new multifamily housing district aimed at addressing the pressing need for housing. This initiative, known as "missing middle housing," seeks to provide a range of housing options closer to employment hubs, transit systems, and shopping centers. The approved plan includes the creation of three overlay districts: Downtown—Transit and Residential, Ballardvale, and River Road.

The roots of this development trace back to 2021, when the Massachusetts State Legislature passed a pivotal economic development bill. This legislation mandated that all "MBTA Communities" create at least one zoning district within 0.5 miles of transit, permitting multifamily housing by right. Andover, classified as an MBTA Community having two commuter rail stations, was thereby required to comply.

With robust leadership from the Citizens’ Housing and Planning Association (CHAPA) and support from Andover Community Trust (ACT), the Andover Housing Coalition coalesced around the town’s comprehensive action plan to establish the overlay districts. The primary objective was to capitalize on Andover's transit infrastructure to foster development.

Key goals of the new housing initiative include:

  • Creating Walkable Neighborhoods: New housing will be developed in areas that encourage walking and biking, enhancing accessibility to employment and amenities.

  • Enhancing Affordability: The plan aims to offer more housing options, providing an avenue to create additional housing priced lower than single-family dwellings.

  • Supporting Diverse Housing Needs: The initiative provides more options for people who want to downsize in Andover or move to Andover.

The lack of zoning for multifamily housing has long been a barrier to development in Massachusetts. By permitting such housing near transit, Andover is not only addressing housing needs but also promoting climate-friendly and sustainable transportation policies. The anticipated benefits of transit-oriented development include:

  • Proximity to Daily Destinations: More housing near shops, jobs, schools, restaurants, and parks.

  • Increased Mobility: Enhanced access to work, services, and other destinations through improved public transit utilization.

  • Reduced Vehicle Dependence: Lower reliance on single-occupancy vehicles, contributing to climate mitigation efforts.
